Textures are intended for use in building, and under NO CONDITION to be resold or gifted with full permissions. Using textures on items to be sold or gifted is expected, and the resulting items can have any permissions you like.
If textures must be included in an item in a form the buyer can access, they must be No-Mod, and either No-Copy or No-Transfer.
