Simply put, these are boxes and other geometric shapes used to build stuff with low polygon usage, unlike the 3x3x2 polygon(18 polygons) per face cubes SL has by default.
The reason for it is reasonable, to have the cutting/hole making abilities, but less polygons is better for when it is unneeded.

What I classify as "as-is":
Unmodified in anyway. If you put a script in it, change the colour, size, or even just toggle physics on it, I consider it modified and is no longer "as-is".

It's not 100% mesh you lied!:
It is 100% mesh, the only part that ISN'T 100% mesh is the plate I used for the reference layout I made for user convenience. I just realized that I didn't use the mesh cube for said base plate, but the base plate it's self isn't even used for building with, so I suspect it to not really be a big deal.
