The 4 Flags are scripted. The menu allows you to control the flag position : raise, low, half-mast. + other options : automatic movement, sparkly top, bright flag texture on/off.
NB : the scripts are copyable, not modifiable.
The flags and banners are easy to stretch and resize to match your place. You can duplicate as many as you need.
Simply drop your texture(s) from your inventory on the each side of the flag(s)
