I call this a Large White rolling Fog particle effect, this is a large radius effect of rolling fog. The particles have a slight bounce effect as they hit the ground to portray more of a "rolling" effect.
If you look at the screenshots, to give a size comparison the skybox I use is 17m x 17m in size. So I would say this is just over 20m x 20m effect. Making for great large fog effects using only 1 prim!. Instead of dropping multiple prims with smaller fog effects, you can achieve the same effect using just 1 prim over a large 20x20 area (slightly larger).
This makes for a great ambiance for morning fog rolling in off a lake. Spooky fog at a cemetary, or could even be added to a scripted timer event so that the fog emits at certain times, etc.
Many uses as you can see. The script is mono compiled to potentially reduce lag and script is full permissions so you can mod, copy, resell as you see fit.
The screenshot gives you a basic idea, but screenshots don't show particle effects very well, but I took a few screenshots from different angles and ranges to give you basic idea. The skybox the screenshots are taken on is a 17x17 megaprim so you can use that to gauge the size of the effect.

its just balls of fog that bounce up and down. maybe it would be better if i could rewrite the script, but i'm not that good at rewritting.

i dont know about the rest of you.. but it looks like bouncing balls of light/fog.. they just move up and down on the screne and not exactly slowly either. it's very noticable and doesn't look much like the picture. maybe it'll look better on your veiwer, i dunno but for me it was a waiste. luckily it's at least cheap.

I do kinda wish it didn't bounce so much. I wanted to use it inside my shop, but no worries. I'll try to tinker with the script.
