In most of the cases there are Multi-userversions. This version, the owner can change to group or everybody. The vehicles are driven by a menu.
What you can buy here is a Rezzer including a ACCC Vehicle. You can place it on your land or sim, and visitors can click it to rezz a vehicle. The vehicles are temporary, so they disappear when all persons leave the vehicle. The rezzer itself is modify, so you can change the design, size and so on. You can look at the vehicles inworld at:

I bought this in March 2016 and it seems I forgot to leave a review. I love it and still use it today. It works very well. If you change the colour then swap it for the jet-ski in the rezzer prim, it will always rez with your colour choice.
