[Black Tulip] Script - Particles Plugin

- Starts/Stops the particles effect when decided in another script
- Particles are independent of avatars sitting
- Texture can be one, or a sequence/random choice from a list of textures
- Radius, Starting color, End color, can be static or random
- More than one effect is possible in different prims; one effect can work in several prims at once
