The ONLY reason my textures are Full permissions is so that builders can make items with them and resell those items- if the textures were not full perms that would be impossible. If you purchase my product you are agreeing to my license agreement which states you can make items for resale with said textures, but you cannot give away, or resell the textures themselves.
