This little dress celebrates some divisions of our service men which you may not have even known that these flag variations existed. Personally, I didn't till one day when i was walking my dog in the neighborhood and noticed a house had a regular USA Flag and they had one all black with a red stripe, i thought that's odd what does that mean? So, i returned home and discovered there were many like that each was designated for a specific worker in services.

But i also have found that it can also mean the following: The black-medium blue-black flag is actually a police officer mourning band. It is typically worn as a band across the badge when an officer is killed in the line of duty.
