It is scripted to come on when the sun sets and go off when the sun rises, with a random delay so that if you have several, they will slightly vary when coming on or turning off. Specially scripted for land that doesn't use the standard SL day length. Set your day for ten minutes or thirty hours, and they will still work properly!
