Actually, if you pay attention in building class, you ought to be able to make one of these out of basic prims in about five minutes or less, and that'd be on the very first class, if you're a fast and steady learner.
Going about learning this stuff willy-nilly and running amok with building effects is the slowest way I know to master the Universal building process. All builds, cosmic and small, obey the same laws, and operate across the galaxy pretty much the same. Been there, done that.
