I thought it was mesh, but it worked exactly for what I need it for. It is a great template for basic clothing layers and looks really nice with customization of unique textures and styles. Note that you could alter the template to add sleeves or lower it to the waist, etc. This would be a useful template for beginners of cloth making in SL.
