This is an animated texture created by Galen's Animated Textures of a dripping liquid effect.
It is, in world, just the animation texture and thus has no background except the black color you see, unlike the preview picture / animation which was taken in world, and of course does not have a Galen's Animated Textures watermark on it in world. It will also play smoothly in world, the preview picture is a video of the item in world made into a GIF for this listing, thus replays the animation multiple times and may stop at a point that makes it appear not to play smoothly, BUT IT DOES! :3
It is FULL PERMS for builders and what not, including the script.
