"Modifiable" only goes one way
You can make this bigger, but you can't really make it smaller, which makes it unusable for me. If you use the resizer to try to make it smaller, it shrinks the pumpkin & skulls & moves them off the cord; it's impossible to make the cord smaller, and if you keep the pumpkin & skulls at the smaller size, you can't move them back ON to the cord. It's really cute - and free! - but it's a shame that she didn't just make the cord smaller to begin with, so the people who need it bigger can do that.
