I read all the reviews and knew it didn't "move", but I don't care as once I ressed it, it looked AMAZING! It really adds a cool feel to the project I got it for. 99L is a bargain for this kind of texture detail. It is just so vivid!
Its ok
I thought there would be some animation to it, but it's mostly just a texture. Granted a well-done texture, but a texture, but a texture all the same.

Looks great, is 3 LI though
Textures are pretty crisp, not wowing but it's good. My only gripe is that it's 3 LI as apposed to 2, not that big of a deal but can mess you up if you have a prim budget. Good item over all.
