All ya gotta do is attach the Applier while wearing the Teegle Bento Horse avatar and click the applier~ You may also apply this to teegle pets, though there are no wing appliers, so it may not work with the pegasus. Be sure you separate out the teeglepet you want to apply it to by about 20m.
