It has 3 LI but keep in mind that when you resize mesh prims the prim count can increase or decrease.
You can not sell or transfer the right to resell or transfer.
You may use these templates and mesh models to create your own clothes and sell them with limited permissions (either copy/modify or modify/transfer)
but you are not allowed to distribute or sell them as textures or full perm mesh models.
