The Doctor inspires many to be better people, and this timely saying encourages everyone to be "bigger on the inside" the same as the TARDIS. Being more compassionate, being more loving, being more fun and challenging - all these positive things are what Dr. Who represents. So be Bigger On The Inside, make yourself and the people around you better examples of humanity, and follow in the Doctor's footsteps !
