The Textures are full permissions. However, full permissions do not mean you can do as you please. The way SL works, without full permissions many of the supplies would not be useable, or difficult to use even in a personal build.

Note: If putting textures in the contents of a build, you must make them no mod, no transfer OR no mod, no copy.
