Work around implemented to fix issues with avatar display names.

See the local chat of everyone on your parcel (up to 9999 meters).
FEATURES:
- Requires 1 LI per avatar on the parcel.
- Range up to 9999 meters.
- Seamless (no messages or dialogs).
- Limited to the parcel.
- Low lag!
