It's Animated, and gives out random goodies to passersby.

Touch once to turn it on, the tube will now throw a random mario goodie out that residents can "collect" (Simply walk in to them!).
Touch once more to turn it off again, leaving it idle, non-owners can now touch it to receive one item from the tube.

You can even add your own items to be thrown, just remember that whatever options you have set on the object will also apply when it is thrown out of the tube.
