means its without the ability to adjust the avatars body shape sliders to change the breast size but its still rigged.
Thats a completely different meaning as non rigged. non rigged means you can change the size and move the mesh by edit the item itself. You can find out if the hair are unfitted if you try the demo, i put always all sizes in it.
