To board, right click the aircraft and choose "Fly!" from the pie menu. The passenger boards after the pilot by right-clicking and sitting, as well.
Chat commands:
start: Starts engine and engages controls
stop: Stops engine
Keyboard controls:
Pg Up: Increase throttle in 10% increments
Pg Dn: Decrease throttle in 10% increments
Fwd arrow: pitch down/foward
Back arrow: pitch up/back
Left arrow: turn left
Right arrow: turn right
Take off speed is at 30% throttle - after which the plane may start to sink into the water if you don't pull up (down arrow). This is a peculiarity of the sea plane script engine - so pull up already! :-)
