Simple RLC Garbler Script

Simple RLV chat garbler script.
Must have RLV turned on for script to function correctly. Just drop script into attachment (gag?). No locks, no other bells and whistles....
When the object is attached, anything spoken in open chat is garbled, when the object is detached, the chat returns to normal. Script is full perm.
