It's a modded texture for the M3 head. It works like this. Rez the object in world. Use the M3 hud that comes with your head. Click the gear. Go to skins. Click custom skins. The new skin should load.
If there's any issues with this, contact me and I'll help you myself. There should not be any issues, as I've tested this multiple times, myself.
