It is a prim with a texture yes. It is not mesh or sculpted. Is it perhaps a little high in L$ perhaps so. But giving it's been set to use your avi's center of axis to place it you can put it anywhere for those not build savoy or attachment talented. And you can mod the texture with anything you want including the size.

I bought an outfit that had this same badge as part of the texture on the vest and looked terrible. I bought and covered it up with this badge and it looks great! While this badge is only a texture on an invisible prim, the texture is outstanding and makes the badge look entirely real!
