ok, rigging issues

So this skirt is pretty, and I love the bigness of it, but it has some strange distortions happening as the avatar moves. It also doesn't stay centred on the waist it acts more like a sculpty skirt than rigged mesh. Debating whether to use it or not, shame I had hoped for better. Please redo the rigging on this skirt, I'd love to have a fixed copy.
