This is a mostly Mesh structure. Prims have been used for the floors. You will need an updated Viewer to properly see the sky box.

The Building is Copy/Mod after you rez it. You can change the colors of the Runes or re-texture the building as you like. Keep in mind that it is Mesh and some textures will not work well with it. You will have the best effect with seamless textures.

If you mess up, you can always re-rez the building.
