This is an extremely simple item. There are two boxes in the package. They are both full perm. Please do not resell them without significant modifications... that would be silly, anyway, because they are here free, full perm. (You can use in your builds, that's fine. Also give them away free... also give them full perm.)
The items are blank white, invisible boxes. Each produces light in a 1m radius with 0.75 falloff. One produces white light, the other a soft yellow light.
--> REMEMBER: these are INVISIBLE so please turn on View Transparent to see them!
The light produced is a 1m radius so that you do not flood the area with light. So many people turn on the "light" feature of a prim and leave it set for 10m. That is extremely rude and looks awful. It's called "light pollution." If you don't know how to use the light feature on the build menu, please use these instead. They produce just a little bit of light and will look nice :)
Where to use? You can put these over your lamps, candles, fireplaces, and such which do not already produce light. They are also useful in outside areas where fullbright is discouraged, in order to illuminate signs or other items you want visible. They are good for lighting up objects. That is all they do.

When you have a small are to highlight
If you are looking to bathe a small object, such as a piece of art work, and don't want to go to full bright, this will be a good solution. It gives off an nice soft light.
However, if you want to light a larger area, this isn't the right tool for that.

I made a scene with animals and then put the white light behind them. It looks like the sun is shining just a bit behind them. The animals are not lit up. The scene has a soft glow What a good idea
