Dynamic pathfinding is enabled on all Mainland regions since summer 2012. If your land is on an Estate region, you can use this object to check, if your estate owner has probably disabled dynamic pathfinding. Always check BEFORE you purchase a product that requires dynamic pathfinding.

BTW: The latest versions of the most popular viewers are showing a special symbol in top menu when region doesn't support pathfinding.
