This is not anywhere in the anime. This is only in the 2 volume Manga prequel, Codename Sailor V. The mirror inside is supposed to show the true form of everything. When she opens the compact, the reflection inside always shows her in Sailor V form, and the reflection also destroys enemies.

This is just a little accessory that is held in the hand.
