This is the Sakkou hairstyle, traditionally worn by maiko (apprentice geisha) just before they graduate from their training. It's a very elaborate hairstyle with cloth and silver wire woven into it and is also worn with other formal kanzashi (decorations) attached.
It is unrigged mesh, and comes with a HUD with 20 hair shades plus another HUD for adjusting the color of the cloth, pins, etc. (The cloth is nearly always red though).
