Thes steps are very good value but you have to know how to use them. An avatar can only step up a certain amount using the normal movement controls so reduce the height of the steps to a point where the avatar can negotiate them; they are fully mod afterall. I f you want oversize steps then, it is true, you cannot walk up them without the assistance of an invisible ramp. So, the choice is yours - realistic tread height or oversized with additional prim.

No Prim Needed, If You Don't Want to Walk Up Them

Why advertise that your stairs do not need an extra prim when you cannot actually go up and down them without the prim. False advertising!!!
