State (wear or hold) is controlled by Interactor. Just ADD the dress (vs.wear), it will attach to pelvis so your bottom and crotch are touchable to play with the dress and toggle hold / wear. Set to public to allow anyone to play, to private if you want only you to be allowed to touch! State can also be controlled via HUD.
