Dock Shading Fix for OpenPony ONLY!

Two tintable BOM layers to cover up the tail dock shading on the default skins. I found that when alpha-ing out the tail dock, the shading made me sad, so I fixed it! Included are covers for the BLANK and VELVET default skins. I've not done one for the FUR skin but I will on request!
