Boots should work on mesh bodies if you use your alpha HUD that came with your body. Check the demo to be sure they will work with your body.
Before you are able to use the applier you will need to purchase a kit from Omega for your specific body. Kits can be found at

Most kits are only L$99 and you only need to purchase it once for all Omega appliers you may purchase in the future.
Once you have attached your Omega relay, all you need to do is attach the applier, click what layer you want to add your clothing to, and you are done.
