The Emergency Cell Phones are a simple tool that allows you to call a 911 center. If the region owner has set up their Aileron Dispatcher system, then they will be able to receive phone calls from this.
This phone is only usable to make 911 phone calls, it is not used for anything else.

An owner of a sim must have a cell phone tower set up configured to their 911 call center for these phones to work.
