Wear both of the enclosed staves. One is worn on the back, and one is worn in your hand, which allows you to switch between a drawn and sheathed position.
When staff is drawn, clicking on the staff brings up a menu that allows you to activate particle effects and sheath the staff.

Lovely design
It is a very beautiful staff. It is great that it can be worn on your back or in your hand. I love the optional glowing effect. (One note...to look good held in my hand I had to use hand and arm animation overriders. The Holding pose is a bit stiff looking and the hand stays open.) Five stars look and the price. Just what I was looking for.
