While I applaud your effort to address this issue, posters such as this one are a SYMPTOM of the problem and do not in any way offer a constructive solution. That being said, I would like to share my point of view in hopes that I can help to increase awareness on LAG based on my own personal experience.
Now, as a land owner, it is my understanding that after 5 minutes of being on your property each avatar will generate ONE point per minute which goes toward your ranking in "places search". A higher score means a higher spot on the search result listing and that ALSO means more traffic, more sales and MORE LINDENS! Isn't that what virtual business owners want?
There are solutions to fighting lag without having to "point the finger" at campers or people who go AFK to deal with RL. For instance, I use a script monitor on my property which will NICELY warn avatars who are using excessive resources. I have never had to use the "eject" option on mine. You can easily find one FREE on the MP. Another option is to build in the SKY far away from your neighbors. That one also made a huge difference for me.
Often, guests may be unaware they are using too many resources. The best way to fight lag is by educating your visitors. A friendly message letting people know how they can combat lag is very helpful and I have found that it does work! Script monitors can give a passive message which the end user can dismiss by clicking a button. You can also put up a poster/notecard dispenser at your landing point which teaches guests HOW they can contribute to the fight against LAG by disabling unneeded huds or removing resize scripts from clothing once fitted. Many of those educational tools are also available free.
As stated, I appreciate the fact you want to do something about lag problems but I feel that educating your visitors is a better means to that end. Not only will you be helping them, you will be helping yourself.

Instead of griping and attacking the campers themselves, put in some information about better ways to earn linden. Most people who camp dont have the skills needed to generate their own income. Lets direct them to the Prim Tower or the many free class most popular sandboxes have available ...
My feelings about camping are that 90% are probably underage free accounts.. That cause most of the problems on SL ..Except for crooked bot campers most mature adults arent going to waste their time camping to make less than a Usd penny per time period. Its not like they are going to starve to death..
Two major problems with this- it doesn't address the actual cause of camping, which is a lack of non-skilled jobs for people who don't have a lot of time or spare cash for SL, and it ignores the fact that a lot of people leave their computers on 24-7 for other reasons.
I think it would have been a lot more helpful to come up with ways for camping to be as lag-minimal as possible, such as making people aware that they need to take off unecessary accessories when camping, or encouraging stationary camping rather than dance pads.
