PBR textures are editable using PBR materials only.
PBR is a relatively new material, both in world in and in viewers, so it may be subject to change and availability. In order to use these materials, you MUST be using one of the viewers that has enabled PBR functionality. This functionality is currently available in the official released version of the Second Life Viewer, the Alchemy Viewer and the Alpha/Beta version of Firestorm. If you do not use one of these viewers, you will NOT see the materials when applied to objects and the materials themselves will not be usable. You will get errors.
About PBR Materials:
PBR Materials are an advancement over the current Diffuse/Normal/Speculative material textures that are commonly used in Second Life. They do not work with or require the use of the LEGACY diff/norm/spec files and are far easier to use. The PBR materials combine all of the individual textures into ONE easy-to-use file called a "material". You can simply drag the PBR material onto an object or face to apply it. You can also do it within the EDIT menu, much like you would the DIFF/NORM/SPEC, but by selecting Materials or PBR Materials from the drop down in the Texture edit panel.
