Go to a quiet, fast region and wear this item. It will analyze the scripted items in your current outfit (attachments and huds) and tell you if your script usage is reasonable for visiting crowded regions*, or if you should think about adjusting your outfit.
If you want more information, you can click the display and see a full report of how expensive each of your attachments is, sorted to make it easier to see what might be best to adjust. You can also see how much script time your HUDs use vs. your attachments.
