You HAVE to edit your prim texture tab with these settings. Just right click on the prim, pick Edit. Go to "Texture" tab. Put the following numbers there:

-Horizontal: 4.000
-Vertical: 64.000
Texture OFFSET
-Horizontal: 0.500
-Vertical: 0.500
