These boots are "rigged mesh"
Rigged mesh objects are objects that can be worn and move along with your body's natural movement, will follow your avatar movement (to a certain extent) because they are "attached" to your avatar skeleton. They will bend with your avatar joints and stretch with height. This means the mesh is permanantly attached at certain points so rigged mesh items can NOT be resized or repositioned.
2 sizes are available with these boots. Small and large. There is no standard size in SL so they will not fit everyone and this is a current limitation of SL, exactly the reason always trying mesh demos is very important. (third time, I know, but it's for new people to mesh)
Wearing the alpha layer is helpful as it hides parts of your avatar that would possibly show through the mesh. If you need to wear another alpha layer (for a jacket for example) simply right click and select "add" instead of "wear" for the boot alpha layer.
To REMOVE mesh items you MUST go into your inventory and detach them. You can not click on your avatar and remove a mesh article of clothing.
Different graphic settings (being on low vs. high) also such as Basic Shaders can affect the way colors are rendered. At lower graphic settings clothing might appear to not match as well, as in skirt attachments for example.
