Use /1 menu to open the menu, it is run by a menu.
for the staff to work you must be within range of a person you wish to capture the soul of.
the name will appear in the menu, you can not catch the same soul twice your staff will allow you to see how many souls it contains. to transfer the soul to a soul gem you must first be on land that allows objects to be rezed, then you can just click transfer and it will show you a list of souls you have captured currently just pick one and the staff will do the rest.

i like this staff its amazing and the souls looked good. i just dont see a 'devour' oprion but that's ok
