Wearable Spring Carriage is not meant to be rezzed it is a wearable item only!
The animation won't work if you rezz it.
To adjust the hover of your avatar please go into your Appearance mode then choose Hover Height to set it!
To adjust the carriage size to your shape, click on it and resize menu will pop up in the upper right corner of the screen, resize as much as you need and put the carriage in the right position!
