This is just a silly fun thing. It's a bunch of balloons on strings, you wear them on your hand. Every once in awhile, a randomly colored balloon will float off into the stratosphere, slowly spinning as it rises (the balloons are temp, so they won't make a mess). As a fun extra, when you're wearing these balloons, your avatar is much lighter, so you can jump easier, and you can be pushed around by other avatars. It's a lot of fun!
