[ CP ] Easter Cookies Noms (Set 2)

Well, lookit that! You got your very own Easter Cookie Noms! Lucky you!
Fun little cookies, you or your friends can click it to take out bites from
the cookie (it only has so many so be careful), once enough bites have been
taken it disappears. But not to worry, it comes back again after a few minutes.
You don't want an upset stomach for eating too fast, do you?

Your cookie also has two commands. One to add people to the blacklist,
if they are being horribly spammy. The other to take people off the list.
If the person you are adding/removing does not have two names, you
only need to type in their name without 'Resident' afterwards.

(Cookies all work on the same channels for blacklist,
so if you are wearing more than one cookie at once for whatever reason it
will add/remove the names from the blacklist on all worn cookies.)

Add to Blacklist: /22 name
Remove from Blacklist: /23 name
