This is a low 2 prim resizable circlet.
Wear then click on it for the menu to resize to your head. Once sized, choose "delete" on the menu to remove the script.
Deleting scripts from clothing and hair will decrease your lag. But be sure to keep a resizeable copy in case you change your shape.
