Update as of June 21, 2021: The model should now have proper functioning Copy & Modify permissions, sorry for the delay in fixing this.

Messed up perms
The mesh and model itself look good. The only issue is that the permissions are instead the complete opposite as advertised. The one I got is No Mod, No Copy, but Transfer. Tried to contact the owner but they never got back to me.
