Those eyelashes are made of linked prims attached at the nose.
You will probably have to adjust them to fit at your eyes. There is a notecard in this pack which explains how to adjust the eyelashes.
As the eyelashes are attached prims, they will not blink with your eyes.
Those eyelashes are easily tintable. The notecard explains that too.

I love the texture of the lashes, but the shape of the prim makes it impossible to seat them properly to the avatar. They look great from the front, but look like they're "floating" from the side. :-S
