Full-Perm Blast From The Past!
I discovered Second Life in 2006 - BEFORE sculpts and mesh were possible. Products like this one were hugely appreciated because all you needed was the viewer - NOTHING ELSE - in order to create, modify and use products like this one. No need for any special, fancy, expensive additional software to create sculpt or mesh objects for use with products like this. Just the Second Life Viewer.
I ask that people "quit yer bitchin'" when it comes to prim count on these OLD products, please! These OLD builds had NO choice but to use a lot of prims to get the job done. Whining about high prim counts on old builds like this is no different than whining that an old black and white film wasn't originally filmed in color - it's stupid to complain about because it just wasn't possible at the time!
Instead, appreciate that you can tear into this, learn how each and every prim is formed and connected together, see how the scripts were written to make all the parts work together, and be thankful that SL exists today with mesh and fancy-pantsy yet super-slim-prim creations because of these old creations that created the foundation for when sculpt and mesh options became available.
Also, even when you purchase so-called "full-perm" mesh objects, unless the seller offers the DAE and similar source files OUTSIDE OF SECOND LIFE for you, then they are never, ever, really full-perm. But with this, even with its 'limitations,' it can be recreated 100% outside of Second Life, in OpenSim as well as any other open or closed alternative grid. That alone far exceeds any negative aspects I can think of. And heck, in OpenSim you can have 1 or 100 or 1,000 regions that each allow 15,000 or 45,000 or even 100,000 prims per region and all totally for FREE - so prim count then becomes totally irrelevant.
Appreciate the past rather than bitch about it, because without the past our present and the future wouldn't exist.
The true value in this item is that it is open source. I didn't need a 102 prim message board - but, what I did need are the special prims, scripts, and texture keys, as well as an excellent example of how to use them. This item provided me with exactly the right tools to complete my contest board project.

102 prims for a message board. Would not recommend if you are counting prims. Other than that it says what it does.
For what it costs, this board is definitely rockin'! It could use better documentation, though. For instance, it needs to give instructions for changing the text color...the default text is rainbow colors, and is just a bit hard to read. Okay, a LOT hard to read. It has more lines, and more characters per line than any noticeboard I've seen, and it's easy to change your text. I've seen MUCH less useful noticeboards selling for a great deal more.
